In 2010, the value of production in the environment sector was 41.5 billion CNY in Shenyang. This sector represents 355 companies and 30,000 employees. The target for 2012 is to spend 80 billion CNY on introducing foreign technologies. In 2015, the municipality of Shenyang plans to spend 170 billion CNY, prioritizing R&D, and in 2020, 350 billion CNY.
Following the signing of the French-Chinese MOU on eco-districts, two Chinese-French environmental parks are planned in the following development zones: the Shenyang economic development zone and the Shenyang environmental zone.
The Chinese-French park in the economic development zone (called park no. 1) is dedicated to three sectors:
- production of renewable energy equipment (wind power, solar power, LED)
- production of equipment for recycling (automobile, batteries), and treatment of water, air and waste
- services (ECM, management, operations)
The Chinese-French park in the environmental zone of Shenyang (called park no. 2) is dedicated to recycling:
- recycling of household electrical appliances, electrical products, automobiles
- intensified recycling of ferrous metal products, rubber and plastic products, solvents, paper and new materials
- treatment of hazardous, non-reusable waste
- production of renewable energies (solar and wind power).
Park no. 2 will consist of 9 sub-parks: recycling of household products, recycling of imported products, recycling of paper, recycling of chemical products, production of environmental equipment, treatment of hazardous waste, production of renewable energies, recycling of rubber and plastic products and recycling of new materials.
To achieve the goals of the twelfth five-year plan, Shenyang needs French technologies in the following fields:
1) Treatment technologies and equipment
- Dephosphorization and denitrification technologies for refurbishment of nine urban wastewater treatment plants (improving water quality from level 2 to level 1 A)
- Technologies and equipment for treatment of SO2 and nitrogen (central heating is used for five months of the year)
- Membrane technologies and production (supply of water for industrial use to the new thermal power stations)
- Technologies for treatment of hospital and chemical water (e.g. saltwater dechlorination technologies)
- Sludge treatment technologies (current daily production 1000t, potential production 2000t, the city plans to construct sludge treatment plants with a capacity of 1000t/day)
- Integral water treatment facilities for use in rural areas
- Solvent processing technologies (annual production of 12000t in the industrial areas)
2) Renewable energies:
- Technologies and equipment for generation of energy from biomass
- Wind power generation
- R&D and production of hybrid and electric vehicles (Shenyang is a vehicle manufacturing base)
3) Recycling of waste and reusable products:
- The quantity of waste and reusable products is 3.5 million tonnes per annum.
4) Green buildings:
- Shenyang is in the process of constructing modern building stock calling for services covering the design and manufacture of energy efficiency products.
5) Environment-related services:
- Shenyang is only just starting to develop its environmental industry and will have to call on service companies (ECM, finance).

A working meeting on 25 May 2011 with the Environmental Protection Office and the Urban and Rural Construction Commission reviewed the goals of the twelfth five-year plan in terms of sustainable urban development and listed the fields in which the Chinese municipality will call on foreign (and particularly French) technologies and expertise.
