The new political class which arrived in the early 1990s had to face some difficult challenges. After the restructuring of State enterprises and the social problems following the liquidations of these companies, together with the reform of the social security system (directly related to these liquidations), the local authorities had to deal with serious problems of water and soil pollution. At the beginning of the 1990s Shenyang was one of the ten most polluted cities on the planet. There are now over 355 eco-enterprises in Shenyang, most of them (e.g. Zhenxin, Guodian, Longda Environment) particularly interested in partnerships with foreign companies for successful implementation of their projects.
A delegation from Shenyang, led by the Chinese Ministry of Commerce (MOFCOM) came to Paris on 5 May this year in order to present the opportunities of its market and the expectations of the decision-makers, private and public, in terms of French expertise in all areas of sustainable development.
